Our executive team has a proven history of utilizing their considerable knowledge and experience to provide our clients with quality services and valued engineered solutions. Each team member shares the same commitment to serve our clients with a deliverable that always meets and often exceeds their highest expectations.

Tony Padilla

President & CEO

 

Tony founded ESPC in 1994. Tony is responsible for setting the strategic priorities for ESPC, as well as providing executive direction for the company's diverse portfolio. Prior to establishing ESPC, Tony worked for 18 years at Florida Power Corporation (now Duke Energy) as a mechanical engineer and manager of R&D for the new technology department. Tony also served as a Principal for the clean energy and vehicle program at the University of South Florida (USF). Among Tony’s accomplishments are the design and operation of the first plant for producing a liquid-solid mixture of fuels, and the adaptation of a 400MW plant to successfully test the fuel; the development (partnering with USF) of fast charging battery systems for the Department of Defense; the design and installation of the then largest solar PV installation in Florida; the installation of the then largest biomass gasification unit in the United States and adapting a power plant to burn biogas; and the operation of one of the first 29 fuel cell units produced for terrestrial applications (installed and operated at Disney World). Tony holds US patents in hybrid fuels, heat pipes, desulfurization technology, and transformer cooling and waste heat utilization. Tony earned a bachelor of science degree in Mechanical Engineering from the University of Central Florida.

Melissa Padilla

Executive Vice President

Melissa is responsible for the company's overall growth and financial health as well as the company's day-to-day operations, including the acquisition and execution of work, and business functions. Prior to joining ESPC, Melissa worked as a Director in Finance at the Pew Charitable Trusts in Washington, DC where she provided innovative solutions and delivered breakthrough results in the contracts, grants and procurement departments. Melissa earned a bachelor's degree from the University of Florida and her doctorate in law from the Columbus School of Law at Catholic University. She is a member of the bar in Florida.   

Bryan Bartlett

Vice President, Design & Permitting

 

Bryan is responsible for the design and permitting divisions. Bryan Joined ESPC as a drafter in 1998 and has gained invaluable experience in all facets of the GIS and telecommunications industry. In his 21 years with ESPC, Bryan’s drive, ingenuity, and performance propelled him to the top of the design and permitting division. Under his leadership, the division continues to grow, while still offering the same hands on relationship to its clients. Bryan earned a bachelor of science degree in computer science with an emphasis on software development and information systems from the University of South Florida. ​​

Cibil Felix

Director, Design 

 

Cibil is reponsible for all drafting and design functions. Cibil began his career at ESPC as a student in 2006, and due to his exemplary performance, he was brought on full time. In his tenure, Cibil’s drive, communication skills, problem solving ability, and leadership skills allowed him to move up to Director of Design. His 15 years of experience in CATV, FTTX, and HFC network design are an asset to ESPC. Cibil earned his bachelor of science degree in Electrical Engineering from the University of South Florida.

Scott Padilla

Director, Project Development & Construction

 

Scott is responsible for project development and construction at ESPC. In this role, Scott optimizes project planning through new approaches to preconstruction, design-build management, purchasing, and estimating. He is also responsible for both the acquisition of new work, as well as the execution of day-to-day construction activities. Scott earned his doctorate in mechanical engineering from the University of South Florida. Scott wrote his thesis on the novel transducer calibration and simulation verification of polydimethylsiloxane channels on acoustic microfluidic devices.

Ron Alvarez

Director, Permitting

 

Ron is responsible for the permitting division. Ron has over 35 years of experience in the telecommunications industry. He uses his knowledge and experience to manage the permitting staff who perform services that include right-of-way permits, railroad permits, strand mapping, pole make-ready and as-built mapping. Ron’s expertise allows him to effectively communicate with clients to meet their objectives. Ron routinely interfaces with multiple municipalities and numerous county and state agencies throughout the State of Florida.

Pedro Sandelis

Manager, Construction 

Pedro is responsible for construction project management. Pedro has more than 30 years experience in commercial construction. Pedro earned a bachelor of science in civil engineering from the University of Las Villas Cuba. 

Jessica Bartlett

Manager, Design

 

Jessica is responsible for the management of a team of designers with an emphasis on quality control. During her time at ESPC, Jessica has become proficient in all facets of HFC and fiber design. Jessica earned a bachelor’s degree in environmental science and policy from the University of South Florida.

Harold Rocha

Manager, Design

 

Harold is responsible for the management of a team of designers with an emphasis on quality control. Harold earned a bachelor’s degree in Mechanical Engineering from the University of South Florida.
